The Rebels.
The Regulars who took to their own motto and defend for their selves. They rely only on friends and their mental status. Many were jailbirds or escaped mental patients. They also seem to be teenagers. They live by one motto: kill or be killed.

The Regulars.
Classified as Regulars, these people are the citizens, born and raised in new york. they pose no real threat and are supposedly weak and famished.

Government Officials.
From police to military, these are people who are sent to keep the rest of BLudhaven in a "secure" and "nonviolent" atmosphere.

The Raiders.
Like the Rebels, these are Regulars looking for food and shelter. They tend to steal and con people into giving them everything they have. They aren't to be trusted.

The Outlanders.
These are refugees from the other cities or countries who fled to Bludhaven in search of shelter. They're classified as illegal immigrants and are forced to turn back or die. They're mistreated by the government, yet cared for by the regulars.
